Update of the "settings" files.

all files have been sorted and deduplicated.
5 new ones added (fastram 8-16, smart centering, width).
to keep various releases of a game inline with each other (gameFR = gameUK = gameDE etc)
updates up to #J (I can't test w all games though - some will be missing)
removal of 2 files dealing with offsetX/Y
