The semi-stable singularity will be a multiblock with a bunch of modes. For now, it will have the "Heat Pulverizer" mode and the "Light Eater" modes. Heat pulverizer is a very powerful vacuum freezer to keep up with #1 . Light eater just adds new ways to process some items for new chains.
Technical
Heat Pulverizer
Idea isn't fully polished but basic idea is it has virtually infinite processing speed capabilities. The twist it will use a Non consumed singularity item (extremely expensive), and if you do everything right and balance the inputs and outputs, everything will be fine. BUT, if you feed it too many items, it will explode the whole multi (not anything around, base griefing isn't fun). And if you don't feed it enough, the singularity will evaporate into nothing.
The idea between how it works is to base it off a micro black hole, it will weigh one solar mass and you will need to feed it one solar mass of items every tick, even when it's not running any recipe (with a margin of error, like 10%). Not more, not less. Cooling items with it will also send "mass" to the black hole following e=mc2 and another formula I've yet to establish linking temperature and mass to energy. Basically, the hotter and heavier the item, the more it will increase the mass value of the black hole, and therefore the less items you should send to it
Light eater
This mode will be much easier, it will require one solar mass every tick, and that's all the technicality of it. Other than that it's just a normal machine that process items with normal overclock and no parallel. It will for example make dark sunnarium, sunnarium that lost its light.
Other machines needed for this
ME redstone hatch/bus : A redstone ME i/o hatch/bus that responds to redstone inputs to limit input or that emit redstone based on some characteristics of the items/flow of the items going in. MAYBE try and have this same idea compatible with OC. Will make a PR on GTCEu if this does happen.
Set the mass of neutronium to an insane value and not 1000 times heavier than water. (why? the sun weighs 10e30kg, inputting 10e30L of water per tick would be a tad insane)
