Maintainer Feature Request

Feature description: slow down the mail, refluff its delivery method, and make it announce its arrival on the supply radio channel. Perhaps also make it so it can't be turned off, though logi will lose money from not delivering letters without having couriers to do so.

Lore justification (if applicable): the technology is a bit too advanced for our tastes as a server lore wise.

Additional context: be sure to slow down the mail expiry timer as well, and if possible set a max mail limit per character, though this may not actually matter if the rebalance is successful.

Adding on to this from a Discord convo:

IDEALLY, the mail will spawn at the mail station. This may require cargo to travel a little more, but the courier is going to have their very own dogshit bad shuttle to work with, too, so maybe not!
