Port https://github.com/space-wizards/space-station-14/pull/18041 to the server. Not having stun resist AT ALL is LRP, poor for balance, and just generally kind of sucks immensely.
Also, make sure this PR actually works when we port it, lmao.
Lore justification: Armor should protect you from funny electrodes/beanbags.
