🐛[BUG][Combat] Summoning Magic not affected by Fast Cast #1449

What does this bug affect? Fast cast should affect Summoning Magic.

Steps to Reproduce Refer to other wiki.

Expected behavior /RDM should allow us to move between avatars faster. This helps when we're being asked to keep up 2 wards and participate in SC or MB in a DPS role

To add to this, it's also not affected by "Summoning Magic Cast Time" merits. I have it at max and it has no effect on cast times.

Cat's comment is correct. I also have max summoning magic cast time merits and have no improved cast time. I have attached a video that proves this.
