Seems to be working as intended to me. Do you have evidence this should work otherwise? Charm duration can resist too.
I suppose it could have been charm duration resist. It happened more than 3 charms in a row in each case when they conned EP-DC to my char. I do not have any other evidence maybe it was just really bad luck. Thank you for the follow up. The part that threw me was they did not become engaged with me while attacking even though I wasn't in combat with another mob at the time.

I should also say that the duration was so short it would be odd for it to resist so heavily. It was less than 2 seconds of the mob being charmed in each case but if you can't replicate it then I realize it's a moot point.

What does this bug affect? Two different mob types in two zones that should be charmable would charm for about half a second, then decharm and attack without turning red and being claimed even outside battle with another mob. In Buburimu Peninsula, the two Zu that spawns in F-9 right next to each other would do this, and even after they respawned, I tested it about three times. In Behemoth's Dominion, the Lessar Gallas that spawned in the tunnel at i-9 also did this. I want to make sure this is clear. This was not a resisted charm. This was a successful charm that then dropped, with the mob attacking me and their name being white while I was not in combat with any other mobs.
Steps to Reproduce Use Beastmaster main or Sub and go to Buburimu Peninsula at F-9 to find the two Zu that spawns next to each other, and in my experience, they are uncharmable. I only tested the Lessar Gallas in Behemoth's Dominion once, and it was BST main. But it should also be easy to test.
Expected behavior These mobs should charm or resist the charm and either become pets or attack and be claimed.
Setup Information Windows 10 and Horizonxi patch 1.1
