What does this bug affect?
Sanction is obtainable before completing TOAU Mission 2 "Immortal Sentries"
Steps to Reproduce
Talk to one of the four gate guards (I used Asrahd) before completing Immortal Sentries for Sanction. No dialogue choices are given to select to receive Sanction, the NPC will just give you Sanction with a 2 hour duration.
Expected behavior
Player should need to complete Immortal Sentries before Sanction can be obtained
