What does this bug affect? Unable to use Walahra Water inside/outside combat

Steps to Reproduce !additem flask_of_walahra_water or trade NPC Gajaad @ J-6 100 Imperial Bronze Coins

Expected behavior Should be useable on the player, restoring 5% of their HP and MP

Additional context Tested at level 75 BST with no buffs up during combat, outside of combat and in a city zone
