What does this bug affect? Doesn't allow players with no Chateau d'Oraguille access to complete the mission "Confessions of Royalty" (TOAU 5)

"{Chateau d'Oraguille} Talk to Halver.

If you do not have access to Chateau d'Oraguille, you may also talk to Guilerme or Bacherume (I-7) in Northern San d'Oria"

Steps to Reproduce !zone (Northern San d'Oria) !speed 255 Talk to Guilerme/Bacherume

Expected behavior Should progress the mission (needs testing 100%)
