missing placeholder for NM Rose Garden
**What does this bug affect?**
The place holder for Rose garden has not spawned, the nm has a 10 hour spawn time (been camping for close to 25 hours) based on the last time the placeholder was killed or aggro’d. Thus the NM can not spawn
**Steps to Reproduce**
Expected behavior
place holder remains idle for 10 hours then NM spawns within 30 mins, if left un-touched
