What does this bug affect?
Jailer of Temperance seems to be doing inaccurate damage on the Optic Induration move.
Expected behavior
Currently, the damage on the ability seems to consistently be between 1000 and 1500, while era sources point toward it doing significantly less, in the range of 200-900, with the video showing low 700s on all three affected targets.

"Dunno, most of the time, our only DD for that one is 3war, and we always kite during blunt mode. I've seen some ranging from 200dmg to 900dmg. I would say it's totally random, or might be influenced by the distance you are from it (kinda like wyrm's breath)"

Optic Induration move is at 4:50. When it's used, you can see Mohoss (who is recording the video) doing the video takes 718 damage, Avotas (2nd in the party listing) goes from 1000 hp to 286, for a total of 714 damage, and Godofwar (3rd in the party listing) goes from 1406 to 686, for a total of 722 damage.
