🐛[BUG][Combat/Item] Himmel Stock stats reversed #1916

What does this bug affect? Himmel Stock staff lowers "Blood Pact" delay by 3 seconds (-3), it should do the opposite and increase delay by 3 seconds (+3).

bp3 This here shows that +3 and -3 are different.
