🐛[BUG][System] Paladin merits showing incorrect values in menu #782

Paladin merits for Shield Bash, Rampart, and Holy Circle have incorrect current retail recast reduction values.

Steps to Reproduce Be 75. Unlock merits.

Expected behavior Shield Bash should be -10 seconds/merit, currently -2 seconds/merit Rampart should be -10 seconds/merit, currently -4 seconds/merit Holy Circle should be -20 seconds/merit, currently -10 seconds/merit

These values should all be correct, at least to AirSkyBoat -- the menu shows the incorrect values due to the DATs not being updated to show the previously restored values.
