🐛[BUG][Quest]Bait and Switch quest not available #951

The Bait and Switch quest to get the Key Ring Belt does not trigger despite having Bastok Fame 8. I believe the requirement should be Fame 3.

Steps to Reproduce

  1. Get Bastok Fame up to 3 or higher
  2. Speak to Salim in the Metalworks (G-7) in Bastok. Up the elevator

Expected behavior The Bait and Switch quest should be triggered

Screenshots Can't think of a particularly valuable screenshot to add. It would just be Salim's normal dialogue

Setup Information Horizon 1.1.4 (Launcher version) - 27 Jan 2023 patch

Additional context One of the rewards for the quest is the Key Ring Belt, which is a very nice item for Thief.

@hookstar you dog. I have some captures for it if you need. this quest is probably the hardest quest to exist in ffxi (in terms of implementation). There's so much variability. I realized after 3 captures, I might have 10% of the content needed in order to fully implement lol. and you can only do the quest once per week.
