[META][CI] Replaces Travis CI by GitHub Actions #91

Description

Previous Travis CI job has been migrated to a proper (Microsoft) GitHub Actions matrix.

Note to Archey developers (mainly cc to @ingrinder) : You will still be able to "skip" CI jobs by adding [skip ci] to the heading commit message being pushed.

Reason and / or context

Travis CI has recently been really really slow at queuing our jobs.

Plus : CI now contains alternate linting jobs for our BASH scripts and *NIX manual page (which were previously missing).

How has this been tested ?
