Hot Ink doesn't behave properly with spaces and ampersands in the URL #15

In fact it throws an error: http://thephoenixnews.com/accounts/22/sections/Science%20&%20Technology

Technically, its supposed to encode that ampersand, but it doesn't. If you visit thephoenixnews.com and click the Science and Technology header, you will see the issue.
