support python3 and using independent configuration file #4

I know you are planning v2 J Anyway, this pull request aims to,

  1. Python3 support (Tested on python3.7)
  2. Separate the configuration from the configuration file of aria2

Thanks for your feedback, however I'm not going to add python3 support as the newly re-written bot is released to public, you should consider using it, it's much better than the old one.
