Taken on it's own, C-51 looks to be well thought out legislation; however, when the past abuses and lack of oversight are factored in, C-51 becomes much more problematic as it seems to be in direct conflict with progressive legislation that protects individual privacy such as the Privacy Act, RSC 1985, c P-21.
