Accept submission of Chrome iOS text fragment link #250

Chrome iOS has a selected text context menu item "Create Link" that creates a text fragment link plus text:

We can accept submission of these to get URL and quote. We could request the title server-side (which would be a good beginning to server-side quote verification.)

We'll need to update the iOS app's NSExtensionActivationRule, probably to accept text.
