Cross link and reorg docs #637

Add links to Github and the docs site in the web app footer and nav bar.
Remove the WhatsNextPage and move its content primarily to the Github README
Move most of the AboutPage's content to docs site.
- Most of the content went to a new Background page
- Some of the content went to the features page which is now called the design page.
- Some of the content went to a new organization page.
