Implements Simula CLI

[Tomcat-42]

This should be a CLI Application:

• [x] The user should be able to pass the simulations input directory as a parameter
• [x] The user should be able to pass the simulations output directory as a parameter
• [x] Each input dir will be in the form ${INPUT_DIR}/sim{X}/{environment,parameters}.json
• [x] Each output dir will be in the form ${OUTPUT_DIR}/sim{X}/output.json
• [x] For each simulation there will be a progress bar indicating the progress of the simulation and the current SEIR and SIR agents.

• [ ] It should save the output of each simulation into the output dir.
