Glued minos do not prevent new normal minos being added under it

Reproduction:

1. add glued minos onto the field

2. drag over the glued minos, or fill out row with Row-Fill

3. remove glued minos, new normal minos are placed under the glued minos

Intended behaviour:

• block normal mode from adding minos on cells with glued minos
• allow row fill, but don't add minos under the cells with glued minos
