add key manager; generate signature file when add/remove a file #146

Add a 'km' (key manager) interface, now provides a 'local dir' implementation. We can add db or restful implementation in the future.
When add/remove a file, generate a meta signature file for validation
Update testcase and test data

add designation doc and help doc
