merge code to cmd/client, utils and module #151

move utils of encoding/sign and meta operations to dockyard/utils
move update server (keymanger/storage/protocal) to dockyard/module
move client to cmd/client
- Note, since client don't need to have containerops.conf and load the server libs, I perfer to make it a separated program.
changing code according to vet golint suggestions

TODO: merge server side restful APIs to dockyard main router.
