Device a mechanism to run different tests at different frequencies #576

As our test suite grows, we need to figure out a way for devs to run a selected set of vital tests (i.e. 'smoke tests') frequently and run the full suite only when needed. It would be great if we have a suite of smoke tests that we can run within 1 minute.
