Move field group duplicator #20

Create a separate plugin for field group duplicator.

With the ACF addition of saving options fields to posts and the feature added to this plugin to save the field values to the options page post created by this plugin, field group duplication has really become unnecessary. This really needs to be removed from this plugin completely, I just hate deleting useful code and I need to decide what to do with it.
