add a way to manage settings or possibly a filter do modify settings, maybe both.

I'm thinking of using ACF (advanced custom fields) to allow managing the "tags" and "attributes" allowed in tinyMCE. This will require having ACF 5 Pro installed.

The filter option will allow any developer to modify the tags and attributes using a filter. This would not rely on ACF.

I really need to find the time to do this.
