The User account identity field can be saved as empty, when edited

[Prerequisites]:

• The Hubs Cloud stack is set up.
• Have an admin account and one or more users.

[Steps to reproduce]:

1. Login as an admin and open the admin panel.
2. Go to Content -> Accounts and select Create Identity.
3. Enter at least a character and click on Save.
4. Select Edit Identity, remove the characters (leave the field empty) and Click Save.

[Expected results]:

• An error is displayed letting the admin know that it's unable to leave the Identity field empty.

[Actual results]:

• The identity field is saved as empty.

[Notes]:

• When first creating an identity, an error is displayed if the field is left empty.
