Setting the movement speed to 0 has no effect #253

Firefox 96.0.2
Chrome 97.0.4692.99
Safari 15.2

[Affected Platforms]:

Windows 10x64
macOS BigSur 11.6.2
Oculus Rift

[Prerequisites]:

The Hubs Cloud stack is set up.
Have a room created and opened.

[Steps to reproduce]:

Open More Menu and select Preferences.
Go to Misc and change the movement speed to 0.
Close the Panel and try to move.

[Expected results]:

The user is unable to move.

[Actual results]:

The user is movig with the same speed as when set to 1.
