[Prerequisites]:

The Hubs Cloud stack is set up.
You are logged in as an admin.

[Steps to reproduce]:

From the admin page go to App Settings -> Features.
Click the "Public API Access" switch to enable the setting and save the changes.
Go to the tokens page.

[Expected results]:

The "Administrator privileges required" message is NOT displayed.

[Actual results]:

The "Administrator privileges required" message is displayed for a few moments.
