Why

Dependencies were updated in Dialog. This changed the Node lockfile version and added a Python dependency.

What

• Update Dialog to run on the version currently on clustered releases instead of habitat builds
• Install python dialog dependency
• Update node packages to match package-lock.json during bin/init
