The camera functionality is not stopped if dismissing it while in countdown

[Affected Versions]:

• Firefox Release 82.0.2.
• Chrome 86.0.4240.111
• Firefox Reality v12

[Affected Platforms]:

• Windows 10x64
• Oculus Quest

[Prerequisites]:

• The https://hubs.mozilla.com/ website is opened.
• You are logged in your hubs account and a room is opened.

[Steps to reproduce]:

1. Click the Camera button from the top menu.
2. Click on the video camera button.
3. Before the countdown is ended click again on the Camera Button from the top menu.
4. Observe the behavior.

[Expected results]:

• The camera functionality is stopped.

[Actual results]:

• The video recording continues in the background and a media file is created.

[Notes]:

• This issue is also reproducible with the photo camera, but in this case no media is created, only the countdown can be heard.
• In Firefox browser, a media with no content is created and visible in the room.
• In Chrome browser, a media is created but it's not visible in the room and in the media list it's displayed with a question mark.
• I was not able to test this issue on MacOS, Linux or mobile devices.

Bumping this up to a P1 because of the potential privacy concerns related to having the camera continue to run quietly in the background.
