Webcam Avatars not showing camera playback

Description Camera playback is not shown to other users in the designated part of the model, the "no camera" icon is gone after enabling the avatar camera but there is no output.

To Reproduce

1. Choose webcam avatars from featured avatars
2. Share> avatar camera
3. open on other device and link to the room and notice the blank screen

Expected behavior Video should be seen on the designated part of the avatar model.

Initially, I could reproduce the issue using the above steps but I found some other steps to reproduce the issue consistently. Steps to reproduce:

1. Choose webcam avatars from featured avatars
2. Share > Avatar Camera
3. Got to More > Preferences
4. Dismiss the Preferences view
5. Observe the Share button, it no longer shows that it is sharing the webcam
6. Share > Avatar Camera again
7. Click the Share button again (to stop sharing the camera)
8. Share > Avatar Camera again

After the last step depending on where you look at the avatar you can see the following:

• From the same user using the Camera, you can see the webcam avatar with the shared camera feed
• From another use using chrome, you can see the webcam avatar with no camera feed, just a grey color
• From another use using firefox, you can see the webcam avatar with a frozen image from the last time the shared camera was used
