Move Wookie code out of test area #291

The Wookie code, currently running in the admin alpha area, is seems
reasonably complete. We need to move this out of the "alpha" area and into
the main code.

As a first instance I would suggest simply creating a new page for the
existing functionality.

Currently, there are broken links on the ToolsPage for the images in the Wookie 
widget

The broken links are covered in Issue 298.

For release 0.2.4, I left the admin alpha area as it was and created a link to 
the widget from the main (top) menu. If the Wookie server is unavailable this 
link defaults to the original DoapForm page.

Lowered priority for this issue. Not sure if we need to anything else? 
If we're moving the code the broken links should be fixed, so added block on 
298.
