Log what is submitted through addProject REST API call #320

We currently don't keep a log of what is posted to the REST addProject call. I 
think it would be useful to keep a copy of the full RDF/XML on file, 
timestamped. 

+ This will also allow for easier migration to a new version, as we can let 
Simal read the RDF/XMLs from file.

- Drawback of course is that manual changes to the project are not maintained 
this way and the file name should be chosen in a way that it's easy to 'replay' 
the import of all files in the same order as the original submissions.
