Add categorisation facility for doapcreator #329

It's not possible to define a category for a new project.
To prevent too many categories it must be possible to select one or more of the 
existing categories to add to the new project.

A new CategoryAPI should be built to define a getAllCategories call, similarly 
to the getAllProjects call, to return all categories in JSON.
