We need to be able to record different types of relationships between projects

For the purposes of this issue we make the distinction between a dependency and 
a relationship. A dependency refers to a technical dependency, i.e. a sharing 
of code, wheras a relationship is an informal relationship.

For example, a relationship may be two projects that are both addressing 
similar user needs and thus may be able to collaborate.
