Save submitted DOAP RDF/XML files

In order to keep track of what is submitted to a running Simal instance we need 
to persistently save the file to disk. 
Files are saved on the DoapFormPage, but only for the Raw Doap field and to a 
temporary folder (in DoapFormPage, system property "java.io.tmpdir").

For all possible entries the project details should be saved, so from the
Doap form page:
- Load hosted DOAP
- Upload DOAP
- Raw DOAP
- DOAP Generator

Simal REST API : 
- addProject call
