DOAP Creator failed to create record #362

When submitting the DOAP for OGCEGadgetContainer via the DOAP Creator no entry 
was added to the repository. No error was given.

The generated XML (copied below) was accepted when added via the DOAP form.

Not sure if this is related to ISSUE 354 or not.

The problem appears to have been found as part of the exploration of another 
issue.

"the registry.oss-watch.ac.uk URL was not in the Wookie proxy white list, 
leading to the submission of any project being blocked."

I've now succesfully submitted a project from the DOAP form, but we need to 
catch this error and report it to the user. I've lowered the priority and moved 
the milestone.
