HTML in project description not parsed #404

It would be useful to have HTML in project descriptions (<description>) At the 
moment, on the project detail page, this is displayed in a <textarea> 
component, so the HTML code is shown, instead of being rendered.

(I could have sworn I saw references to HTML in some JUnit tests...)
