Add displayFullDates settings in admin and use it to display dates in taks/event #1589

Close #1588

display the full dates (day + day of the month + month name) in event and add year in detail
add a new setting (toggle switch) in event admin which toggle the full dates display in the event
also add this setting in organization and apply it on new event

Merging without test passing, I'll need to make another PR and re-do the E2E setup (storage emulator are available now, so we could run the test all on emulators I think? )
