[Halpy-326] Responder Management

Relies on #337 and #336.

Key Features:

• Establishes Responder Managment (Add/Remove Dispatchers and Seals).
• Updates the GO fact wrapper to add Seals to case.
• Adds the Welcome fact wrapper to confirm a case has been acknowledged by the Seals.
• Adds a new-case-check to ensure that cases are acknowledged with communcation to client and Seals.

Also Includes:

• Updates several automatic note timestamps to use human-readable UTC timestamps.
• Implements the whois_fetch function, previously written but not used.
• Updates the Dispatcher, Responder, and Closed To Case Class Methods to use the Seal class.
• Adds a new format_cmdrs method to the Seal class.
• Updates the whois command to process updated SP.
