Don't generalize by saying Chinese. There are many Open source projects by Chinese group (under Alibaba but different group) e.g. Champ https://github.com/fudan-generative-vision/champ

I was also angry with this particular group for not releasing but then I see other group is contantly releasing. I think it's time they should delete these projects which they can't release as Open source. BTW I'm not Chinese but Indian.
