DCP Support for Tertiary Analysis

As a user of the DCP sc transcriptomics data, I'd like to be able to obtain tertiary analysis results on DCP data.

As a user of the DCP, I'd like for releases of HCA data to contain tertiary analysis results.

ACs:

• [ ] Draft pipeline for Tertiary analysis that works on 10X data
• [ ] Test data for this pipeline

Estimate is for pipeline work only.
