Link HCA main website to the production DCP website #430

Status as of 10/28/19: @gabsie to present proposal to PM for approval.

Status as of 10/7/19: @gabsie to talk with Tracey at EBI to agree on preferred approach (direct link only vs high-level explanation of DCP with embedded link). This will be delayed by preparations for the HCA Barcelona and Boston F2F meetings.

@theathorn replied: We need assistance from Suzan at MOTHandRUST to link to the Data Portal from the current HCA site: "Please do let me know how you would like this to work when you’re ready. We can help with any design and we can also help Sanger with implementation, if required."

I reckon it would be best to liase directly with Sanger about this, as they are hosting the site and we have no access to their servers. As you may know, they have taken the decision to rebuild the HCA site in Wordpress, not exactly sure what the status of this is, but I’ve been told they are almost finished.

This might have a long lead time depending on what review by scientific leadership takes.

Proposed wording will not be reviewed by Content/UX team until 9/30 so I can't see this making its way through HCA/Sanger review and implementation until Q4.
