Data Operations team understanding of data flow through the DCP, part 2 #482

The data operations team needs to fully understand the DCP data flow in order to:

  1. Write one or more informational RFCs documenting how the DCP currently meets the expectations of users for a reliable and stable data resource and providing suggestions for where the DCP should fill in gaps.

  2. Develop a reproducible procedure for periodic data distribution with end to end tracking of data flow.
