Self led DCP tutorial #485

This is the first attempt at an end-to-end DCP tutorial for new hires and all DCP staff. Members of the data ops team have successfully gone through all the steps. Please take a look and see if you have any suggested changes or updates.

@rexwangcc This will be linked as part of the HCA wiki + onboarding process. Documents like these tend to get updated as new team members run through them and find issues. I'm guessing the same will happen here

In Phase2 step 3, it says --replica (AWS OR GCP) but the replica MUST be given in LOWERCASE letters like aws.
