Deliver requirements for Tier 1 data. Tier 2 data is non-disease tissue of individuals with a disease.

Demoable Criteria: Tier 2 requirements have been submitted as an Informational RFC in the dcp-community repo.

This ticket will be assigned to the 2020Q2 release and 2020Q2M3 milestone once those are available.
