Add lungmap to TDR object naming specification #53

Supersedes #52

Lungmap is an additional system that will be consuming TDR DCP data. We should be able to distinguish between snapshots intended for lungmap vs those intended for HCA.

@aherbst-broad the SOP states that changes require to another round of reviews. @NoopDog and @ESapenaVentura approved the most recent version but everyone else hasn't.
