[USI] Set ENA Release Date to HCA submission date #346

Release date (ENA) - The release date for all submissions to the ENA must be set to the HCA submission date; otherwise, the submissions will not be viewable (i.e. will be private) in the archive. Currently the default ENA release is set for 2 years in the future. It is unclear if this issue should be addressed by the USI or ENA.

Current workaround is to manually set the release date using the ENA's UI.

Acceptance criteria

This requires a change in USI to allow us set the release date in ENA studies.

@malloryfreeberg Is this still part of the MVP? Could we close this ticket already?

It's not part of MVP, but I think @ke4 is still working on it. If he is, we should keep this ticket open. If he isn't, we can close it (although it does have to happen eventually, so maybe put in the ice box?)
